We have reached the end of 2025’s legislative session, and as proponents of the sustainable built environment, we have a few things to celebrate:
- PASSED: HB-5004 | This year’s major climate mitigation omnibus bill, HB-5004 advances state action on climate change by establishing new greenhouse gas emission goals, investing in heat pumps, and creating a renter energy utilization study. Additionally, the bill will establish a CT Clean Economy Council to plan for the development of CT’s sustainable workforce. HB-5004 would also require state agencies to use only zero-carbon electricity by 2030.
- PASSED: SB-4 | This year’s major energy bill, SB-4 will advance energy conservation and protect clean energy programs. Though SB-4 weakens some of the state’s former energy provisions, advocates successfully fought against efforts to bond energy efficiency funding.
