Prior to joining BuildGreenCT as Executive Director, Shubhada spent fifteen years leading results-driven environmental programs at the local, state, and national levels. Her experience includes work at the U.S. Environmental Protection Agency, the City of South Bend, and the Institute for Market Transformation, where she led initiatives related to building performance, energy policy, and housing. As Director of the Office of Building and Transportation Decarbonization at the Connecticut Department of Energy and Environmental Protection, Shubhada facilitated multistakeholder sustainability efforts for state facilities and managed the team guiding the strategic review of Connecticut’s $700 million ratepayer-funded, utility-administered weatherization and demand response programs.

As Sustainability Director for the City of Hartford, she collaborated with partners across the community to implement award-winning projects aligned with the city’s climate action plan. Shubhada has served on multiple boards in various capacities, including Sustainable CT, the MDC, New England Women in Energy and the Environment, the Connecticut Energy Efficiency Board, and the City of Hartford’s Energy Improvement District Board.

Across these roles, Shubhada has worked with exceptional leaders, environmental champions, and teams. Educated at Wesleyan, Tufts, and Harvard, she holds advanced academic training in environmental health, design, and policy.
